This study identifies and describes the characteristics of the computer and telecommunications infrastructure existing in the Anglophone Caribbean countries. It also identifies current ongoing (or prospects) projects of higher education through virtual and distance technological platforms. Equally, the study traces the evolution of higher education programmes implemented through the use of ICTs from the beginning to the present, exposing the overall features of such programmes (delivery methods, studies covered, etc.) and, when existing, the legal framework regulating such academic offers.
